Biography

He joined the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR) in 2008, and since then has been supporting OSCE participating States in reforming administrative and legislative frameworks for civil registration and civil identification. He organized numerous international events on identity management and provided long-term support in overhauling civil registration and civil identification systems in several OSCE participating States. He is a co-author and principal developer ODIHR Guidelines on Population Registration (2009), ODIHR Baseline Study on Cross-Border Mobility in the OSCE Region (2014) and OSCE ODIHR Compendium of Good Practices in Identity Management (2017). As an experienced senior election manager, Mr. Đoković was involved in the organization of elections in Bosnia and Herzegovina, Iraq and Afghanistan.
